All notes were printed on thin to very thick manila paper. Originally it was intended that all centavo notes be initialed by a representative of each board member, and that all Peso notes be countersigned on the back by a member of the Board. The enormous amount of work this entailed soon resulted in a Resolution which halted the initialing, and authorized additional personnel to do the countersigning. When this occurred, no 50 Centavos or 1 Peso notes had been printed.
Apparently there was confusion regarding the countersigning of 1 Peso notes
, perhaps because of their smaller size, and
    only a portion
were countersigned. Later on, 4,000 5P notes were officially issues without countersignatures due to the urgent need for currency.
